Biography
Dr Carolyn Bailey is a senior midwifery academic and health researcher in the Institute of Health and Wellbeing at Federation University Australia. Carolyn is a registered nurse and midwife, with extensive clinical, leadership and education experience spanning tertiary education and health services.
Carolyn’s research focuses on quality and safety in nursing and midwifery, with particular expertise in midwifery telephone triage, maternal and infant health, perinatal and infant mental health, sexual and reproductive health, and workforce education and evaluation. Her doctoral research examined midwifery telephone triage using a mixed‑methods approach, and she continues to contribute to applied research that informs policy, practice and service improvement across health and community settings.
She has led and contributed to numerous funded research and evaluation projects in partnership with government, health services and community organisations, including work in family violence prevention, gender violence, early years services and regional workforce development. Carolyn supervises higher degree by research students at master’s and doctoral level and is actively involved in midwifery education accreditation, curriculum design and peer review of learning and teaching. Carolyn is recognised for her sustained leadership in midwifery education and her commitment to improving outcomes for women, infants and families.

Areas of expertise
Carolyn has expertise in mixed‑methods research, applied health service evaluation, and education‑focused research in nursing and midwifery. Her doctoral and post‑doctoral work has examined midwifery decision‑making and telephone triage, alongside broader research into workforce capability, confidence and preparedness in maternity care. She has significant experience leading curriculum development and accreditation processes and embedding research‑informed practice into tertiary health education.

Carolyn teaches across undergraduate and postgraduate programs in midwifery and nursing education, with particular focus on maternal and infant health, perinatal and infant mental health, neonatal care, clinical skills and simulation, research methods in health, evidence-based practice and its application, and work‑integrated learning and clinical placement education. She has led curriculum development and accreditation for midwifery and nursing programs and is actively involved in peer review of learning and teaching.
