Cloud Control

Background
Young Australians aged 18 to 24 have the highest rate of current vaping among all adult age groups. Cloud Control is a new and engaging way to talk with young adults about vaping. Rather than relying on traditional health messaging, the initiative uses gamification, storytelling, and interactive challenges to help students explore nicotine addiction, the health and financial impacts of vaping, and the commercial interests behind the vaping industry.
Funded by VicHealth, Cloud Control is initiated and developed by Federation University, through a strong collaboration between the University’s Student Wellbeing and IT teams. Student Wellbeing has led the health promotion concept, while Federation’s IT team has led the technical development, transforming the concept into an interactive digital experience. The project forms part of VicHealth’s Collective Impact initiative, which brings together key organisations across Victoria such as Ballarat Community Health to amplify vaping prevention and provide support to quit.

Plot:
The player is recruited into The Resistance and sent to the small town of Wimbergip, posing as a Charity Koala volunteer. Their first target is Nic, a 22-year-old environmental science student who has started looking at quit-vaping websites but is convinced his symptoms are caused by seed oils and processed food.
After working their way through the town and its characters, including Gazza, Maude, Barry, a busker, and a particularly useful bin chicken, the player eventually reaches Nic. They help him understand how nicotine builds up in the body over the course of the day and why his vaping may be contributing to how he is feeling.
Health messaging:
Nicotine does not simply disappear between vaping sessions. The body clears it gradually, so repeated vaping throughout the day can lead to increasing nicotine exposure.
The episode uses a simple calculation to show how nicotine can accumulate and challenges the tendency to explain symptoms away as something unrelated.
Plot:
A fire-risk alert sends the player to the industrial town of Moorlock, this time posing as a CFA fire inspector.
The investigation leads to Jess, a 19-year-old TAFE graduate working for ClearSky Vapour, a Syndicate front that imports illegal disposable vapes and repackages them with polished Australian branding.
After gathering information from locals and getting past manager Kev, the player finds Jess on her break and shows her what she is actually handling. The episode finishes with a timed fire mini-game.
Health messaging:
Poor-quality and non-compliant lithium-ion batteries can pose a serious fire and explosion risk.
Battery faults, impact, overheating, and overcharging can trigger thermal runaway, where the battery rapidly overheats and may ignite or explode.
Australian-looking packaging or branding does not mean a vape has been tested or meets Australian product safety standards.
If your team is selected, you'll have until 7 October to submit your final design.
You'll get to:
- refine your solution with your team
- develop a prototype or concept that brings your idea to life
- submit your proposal as a video presentation via Cvent.
A panel of judges representing the universities will evaluate all the submissions.
The winning team will be announced following the judging process and will receive a two-week paid internship.
