Federation University announces Chancellor transition

Federation University Australia today announces the retirement of Chancellor Mr Terry Moran AC, and the appointment of Dr Philip Freier as the University’s seventh Chancellor.

Federation University Australia today announces the retirement of Chancellor Mr Terry Moran AC, and the appointment of Dr Philip Freier as the University’s seventh Chancellor.

Mr Moran has served as Chancellor and Council Member since 2018, providing invaluable leadership and counsel during a period of profound change for the University and the higher education sector. He has announced his retirement to focus on family.

“Mr Moran has made an extraordinary contribution to Federation University over the last seven years,” said Vice-Chancellor and President, Professor Duncan Bentley.

“His strategic insight, deep networks and steady leadership helped guide the University through the impacts of the COVID-19 pandemic, major policy shifts, and sector-wide disruption. We thank him sincerely for his commitment to regional education and to Federation’s vision.”

During Mr Moran’s tenure, Federation launched a bold transformation agenda focused on learner experience and regional engagement. Mr Moran also championed the Federation University Foundation and brought to the role his extensive public service experience.

“Mr Moran has been a fierce advocate for TAFE and the dual sector model emphasising the importance of deep connection with employers and industry to drive regional and outer metropolitan development and sustainability.

“The legacy of his focus is reflected in the Australian-first adoption by Federation University of the Co-operative education model,” said Professor Duncan Bentley.

The University Council has appointed Dr Philip Freier as Federation’s incoming Chancellor. Dr Freier has served on the Council since 2021 and as Deputy Chancellor since 2023. He is Chair of the Governance and Strategy Committee and sits on multiple Council committees.

Dr Freier brings a lifetime of leadership and advocacy for education and community development. He began his career as a teacher in northern Australia and holds multiple degrees, including a PhD in Philosophy and a Master’s in Educational Studies. He is a Fellow of the Australian Institute of Company Directors and has held numerous board and chair roles, including with the Brotherhood of St Laurence and other educational and health bodies.

Widely respected for his integrity, wisdom, impartiality and commitment to public service, Dr Freier has most recently served as the Anglican Archbishop of Melbourne and previously as Primate of the Anglican Church of Australia.

“Dr Freier is deeply aligned with Federation’s mission and values,” said Professor Bentley.

“His longstanding engagement with regional communities, First Nations education, and educational equity makes him exceptionally well placed to lead the University into its next chapter.”

Based in Ballarat, Dr Freier’s appointment reinforces the University’s strong commitment to regional Victoria. The official installation ceremony will take place later this year.
